Modular Oblivion Enhanced
Requirements: The Elder Scrolls IV: Oblivion
Recommended requirements: Official patch for Oblivion 1.1.511
Only version 19 is localized, which is what I will be writing about.
I previously mentioned this global plugin in comments, but it deserves a separate post.
As can be seen from the title, this is all modular, meaning we can include the features we are interested in, as each one is in a separate plugin.
Here they are:
- Alternative Script Effect Icon I (version 1)
Replaces standard script effect icons.

- Bone Names and Priced Skull (version 1)
Adds unique names to bones. This will ease your search for ingredients while executing the Black Sacrament. This plugin also assigns a value of eight coins to the human skull.

- Disable Fast Travel (version 1)
Once enabled, this plugin disables "fast travel" in the game. However, you can re-enable it by typing EnableFastTravel 1 in the console.

- Essential Characters Killable
Actually, what is written below is not a plugin; it is information on how to make all quest characters killable. No mod is needed for this. All you need to do is edit the "Oblivion.ini" file (opening it with Notepad) and change two parameters, "bForceReloadOnEssentialCharacterDeath" and "bEssentialTakeNoDamage" from 1 to 0. And that's it. If these parameters are already at zero, well, that's great!
Find the "Oblivion.ini" file in the folder "My Documents\My Games\Oblivion". If you can't find it yourself - use Start -> Search. You need to edit the "Oblivion.ini" file, not "Oblivion_default.ini".
In the game, quest characters will still be marked with a "crown" icon, not the standard one, and will appear when you walk past them.
But don't think that now you can kill everyone. Characters like Mehrunes Dagon remain immortal. Just like the emperor and his guards. In most cases, their health just cannot be lowered. This aspect is taken into account in the Main Quest Delayer plugin.
And finally, this method does not solve the problems associated with the mortality of quest characters, and does not make them stronger. You will have to protect them if you don’t want to get stuck.
The good side of this method is that even quest NPCs from other plugins become killable.
- Ethereal State Spell (version 1)
Adds a Mysticism school spell that turns you or your companion into a ghostly, semi-immortal spirit for 15 seconds. Potions can be bought from Dark Sam, scrolls - at the "Dark Mage's Happiness" store, and the spells themselves, for example, from Raminius Polus at the University of Magic, or from M'Raj-Dar, the Khajiit from the Dark Brotherhood. Important: scrolls and potions at merchants do not replenish.

- Fatigue Loss from Running (version 1)
Now, if you are not a master of Athletics, you will lose stamina points both while jumping and running. Stamina recovery while walking and standing remains unchanged.

- Hunger Effects (version 1)
Adds a hunger effect in Oblivion. Now, to stay strong and alive, you will need to eat regularly. If you don’t eat, you will quickly become fatigued, then lose attributes, and death will occur in about two weeks. WARNING: Hunger does not affect monsters, NPCs, lich players, and vampire players, or former vampires.
If you are playing as a werewolf - eating victims will also satisfy your hunger.

- Icons for Mythic Dawn Armour - Fix (version 1)
Adds an icon for the Mythic Dawn helm and armor inventory and renames the helm. Use in conjunction with the MOE: Mythic Dawn Powers plugin, which makes this armor playable (because without it, this fix is not needed at all).

- Kill Martin and Jauffre (version 1)
In the game, there are moments when you can kill Martin or Jauffre, however, when they die, the game prompts us to load the last save. This plugin fixes this issue. Now you can kill Martin or Jauffre at any point in the game and continue playing.

- Levitation Magic (version 1)
Adds Levitation Magic in Oblivion. There is only one spell "Kinareta's Wings", which can be bought from Raminius Polus in the Arcane University's Council Chambers. The spell will work in cities only if you have the "open cities" mod activated. The spell does not work in water and closed areas.

- Lock Spells (version 1)
Adds spells and replenishing scrolls of the Lock to sale: in Edgar's Cheap Spells shop and the Mystical Emporium (Imperial City), Raminius Polus (University of Magic), and the Dark Mage's Happiness shop (Bravil).

- Lucien Lachance Rumors Fix (version 1)
Didn’t you find it annoying that Lucien Lachance, the cold-blooded assassin and servant of Sithis, suddenly worries about an attack on the chapel in Anvil? This small plugin fixes this error. Don’t worry – it is fully compatible with others and does not change other rumors.
You must have "Knights of the Nine" installed, otherwise this plugin will be useless.

- Lycanthropy and Lichcraft (version 7)
Now you can become a werewolf or a lich. Three types of liches (Lesser, Phantom, and Terrible) and one type of werewolf are available in the game. For detailed information, check the F.A.Q. on Lycanthropy and Lichcraft.
If you don’t want to read anything, here’s the short version: 1. Buy a lycanthropy potion from Dark Sam 2. Get the book "Tome of Undeath" - it’s sold by Mah-Na in Cheydinhole.
Updates - Version #2: Fixed spelling errors in the F.A.Q.
Updates - Version #3: Two bugs fixed. The spell "hide true nature" now stops working after the character dies. Now you can't retain your human form after death. The correct version number is displayed in the plugin description. Also, the Phantom Lich's robe has been replaced with a new one. You don’t need to start a new game or redo the quest.
Updates - Version #4: New werewolf models added. 100% magic resistance no longer protects liches from damage from Rain, Water, and Holy Ground.
Updates - Version #5: Respawning werewolf NPCs added in the territory of Cyrodiil - in the Jerall Mountains, on some roads, swamps around Leyawiin, etc. During the day they look like people but are still capable of infecting you. Cure yourself within three days, otherwise, you will become a werewolf and transform every night. Since some want to play only liches, I created the option to remove werewolves. To remove werewolf NPCs, type in the console Set DisableW to 1, to restore them - Set DisableW to 0. This will not cure you of lycanthropy and werewolfism, don't worry.
Updates - Version #6: Several new werewolf NPCs added. Now they are of all races and colors, depending on your location (for example – Nords around Skyrim and Argonians around Black Marsh). New sounds for werewolves have also been added.
Updates - Version #7: A bug that prevented the player from leveling up and sleeping after being cured of lycanthropy has been fixed. The bug of nighttime transformation upon curing lycanthropy has been fixed.
- Main Quest Delayer (version 3)
You are no longer required to complete the main quest. You start the game in Anvil (just arriving there from your home province). The emperor is still alive, and the gates of Oblivion are nowhere to be found. To start the main quest, simply commit a crime and surrender to the Captain or Commander of the Imperial Guard (if you are arrested by a regular guard, the main quest will not start).
Also, this plugin affects the following things:
Please note that:
a. Full voice acting and full lip-sync have been implemented.
b. After choosing your character's race, sign, and class - you will no longer be able to change them.
c. You can choose from which level to start the game. This will affect both monsters, leveled items, and your skills.
d. You can start the game as a vampire. The game starts at 1:00 A.M. - so you will have time to find yourself food or shelter from the sun. You will start the game as a 100% vampire.
e. A new ship (the one you arrived on) will appear in Anvil with a unique name and crew.
f. After your arrival, you will be dressed in peasant clothes (not in a prisoner’s robe), you will have 17 coins, a rusty dagger, and an apple. (And don’t say I threw you out onto the street without means! ;)
g. The emperor will be alive, and you will be able to find him in the palace under the protection of the faithful Blades.
h. The dragon fire in the temple will be burning. It will go out when the emperor dies.
i. Kvatch will not yet be occupied. However, it will be closed - its restoration will require too much time and effort. The invasion will begin with the emperor’s death...
j. All hints of the emperor's death (dialogues, rumors, books, newspapers, and notes) will not appear until the emperor dies.
k. You can report to the Imperial Palace and kill the emperor yourself. Although then you will deprive yourself of the opportunity to continue the main quest, and a reward of 100,000 gold will be placed on your head.
l. To start the main quest, break the law and surrender to the captains or commanders of the imperial guard: Adamus, Lex, Itius, Audens, and others. Please remember that some of them will be replaced by others during the game. After arrest, you will receive a robe and shackles. All your other items, except for quest items, will be placed in a box with material evidence.
m. If you kill Valen Dreth while going through the Dark Brotherhood line, you will not be able to start the main quest, even by surrendering to the guards' captains.
n. Baurus, Glenroy, Captain Renault, and the Emperor can now take damage. Their "immortality" can be turned off by the corresponding plugin "Essential Characters Killable", or if you followed the instructions in point 5.
o. If you kill Baurus, Glenroy, Captain Renault, or the Emperor - before their expected death in the plot, you will receive a message similar to what you receive in Morrowind: "With the death of this character, the thread of prophecy is broken."
p. You will have to start the main quest; otherwise, the quest line "Tools of Kagrenac", containing references to the emperor's death will remain unavailable.
q. You will now be able to keep the blades of Renault and Glenroy if you drop them on the ground before talking to Baurus.
r. You can steal the Emperor's robe as long as Baurus is not watching you. (i.e., if he is not following you)
s. Several dialogues unavailable at the beginning of the game are unlocked.
t. A minor dialogue error in Chorrol has been fixed.
u. You can keep Baurus's key and the Key to Sancr Tor. Instead of automatically being removed from your inventory - they will simply lose their "quest" value.
v. Attacking the Emperor or his guards during character creation will not increase your fine if there are no other imperial guards nearby.
w. Note: You will have to complete the character creation quest before you can start some of the official plugins.

Updates - Version #2: Two hints about the emperor's death have been removed - they will only be available again after his "actual" death. New pre-main "rumors" have also been added.
Updates - Version #3: The game now starts indoors (in the ship's cabin). I hope this fixes the minor problems arising with the Shivering Isles. Also, the mechanics for calculating your health at the beginning of the game has been changed - now it depends on your starting level and dependencies. A couple of jokes have also been left. Enjoy!?

- Mythic Dawn Powers (version 1)
When you complete the ritual sacrifice of the Argonian during the main quest in the shrine of Dagon, you will now receive three new abilities (Harbinger of Dawn, Lord Dagon's Patronage, Lord Dagon's Wrath) and one minor ability (Dawn's Rupture). These will allow you to summon Mythic Dawn armor and weapons.

- New Classes (version 1)
Adds 14 new playable classes: Servant, Bandit, Marauder, Necromancer, Guardian, Hunter, Paladin, Pirate, Priest, Scholar, Smith, Vampire, Vampire Hunter, and Sorcerer.

- New Staffs, Blight and Ashstorms (version 2)
Several new enchanted staffs have appeared with Rindir: Elemental Staff (weather manipulation), Scepter of Antiquity and Future (time manipulation - slowing and speeding), Staff of Life (raising from the dead, not resurrecting), Soul Reaper (kill target up to level 75, very high cost). Note: you will have to buy them - you cannot steal them.
Updates - Version #2: New effects for the elemental staff have been added.
- Playable Dremora and Custom Race Fix (version 1)
Adds a playable Dremora race with a full text description, as well as voiceovers for male and female characters. The race uses a unique ID, making it compatible with other plugins that add this race. However, the Dremoras are actually identical to the original, except that they have 50% more magical energy.
This mod already contains a fix that allows playing as races different from the standard one. This fix adds dialogue to Valen Dreth and Boethiah; it is necessary, as the game crashes if you start the game as a race different from the standard.

- Playable Scythe (version 2)
Adds a playable, non-enchanted scythe. It can be bought, for example, from Jensin, in the "Three Brothers" shop, or at the "Colovian Traders". It is very easy to break and hard to swing... However, one swing can deal serious damage to your opponent. In the place of some NPCs, I would be careful... especially in the place of the paranoid Glatir...

- Realistic Law Enforcement - Part One (version 1)
This plugin is divided into two parts - this part increases fines, especially for murder (6000) and theft (4 x the price of stolen goods). If you cannot pay, you will have to serve time in prison at the rate of 1 day for 2 gold.

- Realistic Law Enforcement - Part Two (version 2)
The plugin adds bribes, the price of resisting arrest and failed bribes, the death penalty for any crime to a vampire or with a bounty over 15000, and forced prison time for breaking into the Imperial Palace or with a bounty over 5000.
Updates - Version #2: Executions now take place in the Arena. Keep in mind - Viera Lerus can now arrest you as well. Some text has also been fixed. The bounty now appears in the top left corner of the screen every time the guards try to arrest/kill you, even if you are a vampire. The arena where executions take place is a separate cell, so there should be no conflicts with other mods that change the arena.
- Realistic Prices, Realistic Weights, No Quest Items (version 2)
Adds new prices and weights to all items in the game. Also removes the "quest item" tag, so now when they are not needed, they can simply be discarded. If you are using this plugin, the "Bone Names and Priced Skull" mod is not necessary. However, using both of them will not cause problems.
In fact, the plugin adds prices and weights to ALL items that should have them. Unique artifacts have now become much more expensive. Higher-class items also cost more than average-class items. Even farming tools have gained weight and price. This plugin also includes some fixes.
Note: This mod only affects items from the original game. Items from mods and plugins will not be changed.

Updates - Version #2: A couple of additions to weight and prices for greater realism...
- Teleportation Magic and Icarian Flight (version 2)
Adds the following teleportation spells: Mark, Return, Divine Intervention, and 9 others - for each major city. These spells can be bought from mages in the guilds. They are available in three forms - spell, scroll (replenishing), potion (replenishing). You can also find flight scrolls. Look for them with NPCs like: Edgar Votrin, Kalindil, Ungarion, Raminius Polus, and others. Teleportation cannot be used indoors.
Teleportation magic belongs to the school of Mysticism. Mark and Return require quite a bit of magical energy.
Updates - Version #2: Fixed a teleportation error in the Imperial City - instead of the Imperial City, the corresponding spell teleported to Skingrad.
- The Black Sacrament - Night Mother's Ritual (version 2)
This mod allows you to perform the Black Sacrament - the Night Mother's prayer, and hire assassins from the Dark Brotherhood. To begin the quest - get the newspaper "Rituals of the Night Mother" at the Raven Courier's office. Your journal will be updated.
Also, this plugin adds Toroniru and Falan Halu's candles, and a book titled "Mother Night's Kiss". 85 victims for you to choose from. The chosen will die, even if they possess the "quest" status. You will not be able to witness the "elimination" - the victims will be killed a few days later while you are sleeping.
Updates - Version #2: Major update: level component removed, quest markers removed, less detailed journal entries. In other words - "think for yourself, decide for yourself"!
- Tools of Kagrenac - The Secret of White Gold Tower (version 6)
Adds the Tools of Kagrenac (Cutter, Divider, and Phantom Guardian) to Oblivion. To start the quest, you need to be at least level 20, and your bad fame must be less than 15. A mysterious being will contact you... You will meet new NPCs, open a portal, penetrate the Imperial Palace, and even stand at the top of the White Gold Tower. Just don’t try to jump off it.
Note: If you are using mods that delay the main quest - you must start it, otherwise you will not be able to complete this one.
You will find a celebrity robe in the palace, a playable Lich helmet, and several other artifacts from Morrowind.
Note: This mod does not affect the original Imperial Palace. Instead of editing, I created a new copy on a separate territory and edited it. This reduces the likelihood of conflicts with other mods changing the palace, and for example, when completing the Thieves Guild mission. That is, if you are doing a mission - you are penetrating the real palace, and if you are playing "Tools of Kagrenac", you are in my copy.
Updates - Version #2: Fixed several text errors.

Updates - Version #4: Reduced the reward in gold for completing the quest. Now the player receives several points of bad fame for completing the quest, and good fame for killing the Queen of Liches. Fixed textures of Divider and made a new model for Phantom Guardian.
Updates - Version #5: Several fixes to reduce potential conflicts. Divider and Cutter now deal a small amount of unresistable damage.

- Travel Services (version 3)
The plugin adds horse travel services, similar to the Silt Strider service in Morrowind. Travels are conducted between major cities; for travel, consult the city stables.
Updates - Version #2: When using the travel service, temporary magical effects on you are no longer retained. Also, several voices have been changed.
Updates - Version #3: Minor errors fixed.
- Undermined Leveled Gameplay - Creature Edition (version 1)
The plugin disables the leveled monster leveling in the game, though not completely. You now have a chance to encounter any monster in the wild regardless of your level. However, bandits, necromancers, guards, and other NPCs continue to grow in level with you.
Note: This mod only affects items from the original game. Monsters from other mods and plugins may not change.

- Undermined Leveled Gameplay - Item Edition (version 1)
This plugin disables leveled item leveling in the game: now items at merchants, on NPCs, in containers, throughout Oblivion are not dependent on your level.

Glenroy and Captain Renault's armor is now playable. It also has a cost.

- Unlocked Hairstyles (version 1)
Previously unavailable hairstyles have been unlocked: Eye Patch (Imperials and Bretons), Bun (Dark Elves, High Elves, and female Wood Elf characters), Earrings and Bun (Khajiit).

- Unlocked Palace Guard Armour (version 1)
Palace guard armor is available to the player.

- Vampire Clan Raelu (version 6)
This plugin adds a new vampire clan, with unique characters, dialogues, housing, ranks, rules, history, and quests. It also adds new spells, unique moon sugar, a clan book, two books from Morrowind, working blood vials, and of course, new treasures! Become a vampire, and the Raelu clan will contact you in your dreams.
Added 21 new characters – both vampires and the cow and enemies of the Raelu clan. This clan is much more developed than the Afflicted Brethren from the previous Oblivion Enhanced. Note, only 6 quests for this clan are completed, 4 of which are part of the main clan quest. More may be added in the next version. I also intend to add a second clan, although then you will find many common traits in some of the vampires in these clans.
This mod is convenient not only for vampire players but also for hunters.
Importantly: not all blood vials will satisfy your thirst. Only vials with "fresh blood" will help you.

- Vampire Players Scarier (version 2)
Improves standard NPC reactions to vampire players. Some dialogues are unlocked, and now NPCs recognize the third stage of vampirism (before they only recognized the 4th). Some NPCs may attack you if you try to talk to them. So you'll either have to hide or fight.
Updates - Version #2: Now you will receive penalties for killing civilians even if they attacked you first. After all, they were just defending themselves against a vampire ;)
- Visit Valen Dreth Topic (version 1)
Adds a topic about "visiting Valen Dreth" to the Imperial Prison guards. Though they still won’t let you in...
