Although Agent Carter is just a small cog in the massive mechanism of a gigantic multi-level bunker, it is he who must become the savior of humanity.
In The Bureau: XCOM Declassified, there is a conditional division into strategic and tactical parts. Conditional because, as such, there is no strategy in the game at all - you cannot build anything, create or research - and tactical duels occur not only outside the base, but also, which is rare but still happens, within its perimeter. So what is this place - the base? It is a fortified bunker where agents from various intelligence agencies and military departments, as well as scientists, engineers, soldiers, and even civilians are trying to counter the alien invasion, utilizing all their available resources. The player, in the guise of Carter, can walk through various premises of the bunker, talk to people, take small quests, read notes and diaries, listen to audio recordings, and also assemble a team for future landings, equipping them with weapons and alien gear.
In The Bureau: XCOM Declassified, there are three types of missions: autonomous, side, and story missions. Autonomous missions do not require Carter's presence - you can only send other "Bureau" agents to complete them. If the assignments are successfully completed, the agents bring back all sorts of alien items - for example, special backpacks that provide various bonuses to attack or defense. Side missions, like autonomous ones, are not mandatory, but if the desire arises, Agent Carter, along with two companions, is deployed at some point in the United States: to stop alien factories, rescue scientists, prevent nuclear missile launches, etc. Story missions (also known as large-scale tasks) are key links in the entire game and are mandatory to complete.
The tactics in the game are quite simple. To give orders to companions (engineers, commandos, etc.) of Carter, you need to enable tactical view mode and use the panel that appears to activate the necessary skills (or actions) at that moment. Time does not completely stop, but continues to move forward slowly. After giving instructions, the main character's companions act according to the given instructions, while Carter uses the skills chosen by the player. The variety of skills available to the protagonist and his companions depends on their level. Regular agents can level up to a maximum of rank 5, while Carter can reach up to rank 10 inclusive. The perk selection system is similar to that of Enemy Unknown from 2012 - you almost always need to choose something between two options.
